Meaning:
cannot manage to; just cannot; cannot ~ despite the fact that ~ want to
Examples:
大事なお客さんからの電話がいつまでまってもかかってこないので、帰るに帰れない。
I've been waiting a long time for a call from an important customer, but it hasn't come, so I cannot leave the office.
後任者が決まらないので辞めるに辞められない。
Because my successor hasn't been chosen yet, I haven't been able to resign (my current position)
みんなの前で大見えを切ってできると言ってしまったので引くに引けない。
Because I boasted to everyone that I could do it, I cannot pull out now even thou I want to.
